RWCVA - Trustee Gibbons distributed copies of the history of the RSCVA. She noted that the Airport Ambassador program does not reflect our community. There is no minority representation in the program. The RSCVA has tried to hire minorities so our airport would reflect our community, but the problem is that the hours are only 19 hours a week and they are paid $6/hour. So the people who apply are those that do not have to work. Mr. White explained that most ambassadors fall in the category of those who have had a career and are doing this to stay active so it does not offer opportunity for people who want to be fully employed. The Airport Authority encourages the RSCVA to look at minorities and he appreciated her concern.
RARA - Trustee Manoukian reported that the Air Races has signed with Disney to produce a movie at Stead, called "Air Reno." RARA has hired a marketing director to come up with different ways to generate funds for the air races. Various meetings are being held to plan for the next air races.
Trustee Manoukian reported that finally after 4 months we have an agreement with the Airport Authority and RARA. It took over 4 months to work out a 1 1/3 page agreement. The amount of work, phone calls, faxes, and attorney fees were outrageous. She stated Chairman McCabe had set up an air race committee with Trustee Mack as Chair who resigned before the completion of the agreement. Staff members chose not to attend at least two meetings that were set up. The acceleration of partial payment of the land went fairly well, but the 1 1/3 page agreement for the appointment was another story. We had to discuss two issues: 3 board members were to turn names in for the air race board and to include the Stead Manager to attend the meetings. Every time the agreement was sent to the Airport Authority it was changed and it caused a lot of problems. She even received 3 different memos with 3 different dates and they all said the same thing and not one said it was a revised memo. She contacted legal counsel Bob Cox because she did not want to bother the Board on such a trivial matter, but was very disappointed it took 4 months to get a 1 1/3 page agreement. She hoped this was not the way the Airport Authority did business with tenants or public.
Chairman McCabe stated he wanted to clarify that Trustee Mack did not resign but requested that the committee be disbanded and the full Board be involved because of the complexity of the issues and he felt it was a matter for full Board consideration.
Mr. Cox commented that he met with Trustee Manoukian at her request and out of courtesy to her, because his firm did not handle the particular business with RARA. He passed her messages on as conveyed to him and ultimately an agreement was signed.
Legal Issues Seminar - Trustee Menchetti reported that he attended an airports legal issues seminar with Mr. Kitchel and airport counsels. He learned that one of things to be very conscious of that seems to be running through the airport community is diversion of funds. The FAA looks at how airports use their money. It was an eye opener and he wanted to go on record saying that he knows staff is doing a great job but needs to be very careful because a lot of times we do things that we think are good for the community and/or are being good corporate citizens, but almost all of these things are in violation of FAA regulations and are actual diversion of funds. Sometimes being a good citizen is not what can be done with airport money.
Construction Report
Parking Structure Communications Program - Acting Manager of Marketing Kim Matthews gave an update on the communication plans for the parking structure. She reported that staff has met with the parking structure committee led by Trustee Mack, showed samples of the flyer to be distributed and various signage for the parking area during construction, and described the public relations campaign.
