The District Attorney's Office of Eureka County, Nevada, has taken a leadership role in protesting aspects of the proposed regulations. Electric Nevada has also obtained, through the assistance of Eureka County Sheriff Kenneth Jones and the county DA's office, the text of the county's February 13 response to a unilateral effort by Interior Secretary Bruce Babbitt to accomplish by intradepartmental fiat something Congress prevented him from doing in 1994 -- taking control of Western rights-of-way reaching back over 100 years:
